I graduated from China University of Political Science and Law in July 1987 with a Bachelor's degree in Law and a Master's degree in law, and a Doctor's degree in law in 2003. I have made pioneering contributions to research in the areas of central-local relations, reform of the large department system, law-based government, and cultural rule of law.
