马凯学,教授、博导、IEEE Fellow、中国电子学会会士、国家杰出青年科学基金获得者。现任天津大学微电子学院院长、电子科学与技术一级学科负责人、天津国家“芯火”双创平台负责人、天津市集成电路行业协会会长。天津市成像与感知微电子技术重点实验室主任和天津市重点领域创新团队负责人。本科、硕士毕业于西北工业大学,博士毕业于新加坡南洋理工大学.从业二十多年先后在中国空间技术研究院504所、新加坡科技电子公司、南洋理工大学和电子科技大学等企业和高校工作(研究所和企业10年)。国际上提出了新型电磁调控机理和SISL集成电路设计与实现平台、基于CMOS、SiGe BiCMOS、GaAs和SOI等工艺提出多种新型射频、毫米波集成电路与系统。目前从事硅基CMOS和GaAs射频、毫米波和太赫兹集成电路与系统研发,牵头承担国家重点研发专项和国家重点基金等项目。在移动通信、卫星通信和软件无线电等相关的射频微波和太赫兹集成电路与系统领域发表英文专著2部合著中文专著1部, 专利40余项, SCI/EI检索论文超过330篇,其中IEEE期刊文章130篇。研发成果部分转化公司主打产品销往欧美或用于我国在轨卫星和地面终端。作为技术负责人成功开发了首个低功耗可重构60GHz SiGe毫米波前端系统SOC,封装和系统测试,并完成高速无线通信演示系统,成果为数十家科技媒体报道并获新加坡信息通信科技联合会新兴技术奖。目前主要从事5G/6G毫米波、太赫兹通感融合可重构前端集成电路与微系统等方面的研究。曾任中国电子学会青年科学家微波与电路系统专委会首任主任委员和国际微波领域顶级期刊IEEE TMTT副主编,IEEE Microwave Magazine 客座主编,UCMMT2020主席等,国家重点研发专项相关指南编写专家和评审专家、工信部和国家基金委会评专家等。兼任移动网络和移动通讯多媒体技术国家重点实验室学术委员会委员、中国电子学会空间电子分会副主任委员、微波学会委员和《电子学报》编委等。
